This is Lower Manhattan as one morning, with the Memorial as one stop among several. You meet outside 24 Broad Street and walk past the New York Stock Exchange to Federal Hall, the House of Morgan and Trinity Church, then down Wall Street and on to the Charging Bull and Alexander Hamilton U.S. Custom House. The 9/11 Memorial pools get about 10 minutes on the itinerary. The walk ends in Battery Park after the Canyon of Heroes.
With the upgrade, you get a ferry ticket with reserved line access to Liberty Island and Ellis Island. That covers a self-guided visit to both islands and the Statue of Liberty Museum, but not the crown or the pedestal. Security on the islands is airport-style and run by the U.S. Park Police; small bags go in lockers, and large items aren't allowed.
